There are a limited number of spots for college sophomores, and all college students must be nominated by a university liaison. A minimum GPA of 2.5 is required. Applicants must be high school students under the age of 20 who are U.S. citizens or legal residents and residents of the state. Students first give an oration within their state and winners compete at the national level. The oration must be related to the Constitution of the United States focusing on the duties and obligations citizens have to the government. It must be in English and be between eight and ten minutes. There is also an assigned topic which is posted on the website, and it should be between three and five minutes.

Students must be residents of Illinois who are in their senior year of high school or who have graduated but have not previously attended college. They must be children, grandchildren or great-grandchildren of Armed Forces veterans who served during American Legion eligibility dates.

There is an essay topic related to community banking, and the short essays are judged on understanding of community banking philosophy, accurate information, clear and concise sentences, logical organization, proper grammar, correct punctuation and spelling and conclusion/summary.

They must be experiencing a personal financial emergency, must be ineligible for other sources of emergency aid and cannot be receiving any such aid from any other source. Applicants must be full-time junior or senior level undergraduate students at colleges or universities in Illinois and must major in health, physical education, recreation or dance. Students must have been members of IAHPERD since December 1 of the previous year and may receive this award no more than twice.

Students must be planning to practice in one or more of the following medical fields: family practice, general internal medicine, general pediatrics or obstetrics/gynecology.
