Applicant must be a Utah resident who is a current high school senior planning to enter an accredited college or university as a full-time, degree-seeking student. Applicant must have proof of strong commitment to civil liberties through some form of activism addressing such issues as equality, racial justice, free speech, religious freedom, tolerance, and privacy.

Applicant must be a United States citizen or permanent resident who is under the age of 24 and has confirmed admission into a professional degree program. Applicant must be majoring in one of the following areas of study: agriculture, dentistry, economics, engineering, food technology, forestry/fishery, media, medical technology, medicine, nursing, nutrition, pharmacy, political science, social science, or veterinary medicine. High academic achievement and financial need are required. Recipient must not be in receipt of any other loan.

Selection is based upon academic achievement, financial need, motivation, and professional promise as an osteopathic physician. Recipient must agree to become a member of the New Jersey Association of Osteopathic Physicians and Surgeons (NJAOPS) and the American Osteopathic Association (AOA), complete his or her education, receiving the D.O. degree, and participate in AOA-approved internship/residency programs.
