Junior college, community college, and high school students including graduating seniors are not eligible to apply. Application, official transcript, three letters of recommendation (including one from a Certified Fraud Examiner or local Association chapter), original essay explaining why applicant deserves the scholarship, and how fraud awareness will affect his or her professional career development, are required to be submitted.

Upon selection, recipient will provide the family of Rev. Dr. Herman S. Dreer with a biographical sketch which includes his future life goals to ensure compatibility with the ideals in which Rev. Dr. Dreer believed and lived. Each of the 11 District Representatives may nominate one candidate from his respective district for consideration to the National Scholarship Committee.
