Applicant must be a full-time undergraduate or graduate student (enrolled in at least 12 semester hours, or equivalent per term) at an accredited four-year college or university pursing a declared major in either accounting, business and finance, or criminal science. Junior college, community college, and high school students including graduating seniors are not eligible to apply. Application, official transcript, three letters of recommendation (including one from a Certified Fraud Examiner or local Association chapter), original essay explaining why applicant deserves the scholarship, and how fraud awareness will affect his or her professional career development, are required to be submitted.

Applicant must be a lineal descendant of worthy Confederates or collateral descendant who is a member of the Children of the Confederacy or the United Daughters of the Confederacy. Applicant must have at least a 3.0 GPA, be enrolled in an accredited college or university and carry a minimum of 12 hours each semester. Applicant must be prepared to pass entrance examination of prospective college or university. Applicant must submit proof of Confederate Military Record, line of descent from Confederate ancestor, a letter of endorsement from sponsoring Chapter, a letter of recommendation, complete financial report, official transcripts, an essay on the significance of a southern heritage, and a wallet-size photo. Original and four copies of the application forms and five copies of all documents, certificates, and letters must be submitted to the Division Director of Education. All inquiries must include a self-addressed, stamped envelope.
