Applicants may be Communications Workers of America (CWA) members, their spouses, their children or their grandchildren. Applicants must be high school graduates or at least high school students who will graduate during the year in which they apply. Winners are selected by a lottery drawing. This is a two-year scholarship.

Applicants must be between the ages of 18 and 35 and must submit no more than 10 of their paintings or drawing work for judging along with a letter outlining the applicant's ambitions and plans.
