Applicant must be a graduating senior or current graduate from a Coastal Bend high school who will graduate in the top half of their graduating class. Applicant must fall into one of the following categories: be a member or honorably discharged veteran of the armed services; be an R.O.T.C. member (high school seniors must agree to join an R.O.T.C. program upon entering college); or be the son or daughter of a member or honorably discharged veteran of the armed services. Applicant must be planning to attend an any accredited college in the United States and enroll in a minimum of 12 semester hours.

Preference may be given to applicants who are Asian Indian, attend Portage Public Schools, or attend KAMSC (listed in order of preference) but this is not a requirement for application.
