Applicant must be a high school graduate or student with a GED who is from the City of Radford or from the following counties: Floyd, Giles, Montgomery, or Pulaski. Applicant must be pursuing a post-secondary degree at a college/university or post-high school college preparatory program. Minimum 2.5 GPA and financial need are required.

Minimum 3.0 GPA and additional essay on "What positive contribution do you plan to make to humanity?" are required.
