Applicant must be a West Virginia resident who works a minimum of 30 hours per week at a licensed child care center, Head Start, or registered Family Child Care Home. Applicant must be currently enrolled in or accepted in on one of the following at a participating college or university: an associate degree program for early childhood education; a bachelor's degree program for early childhood education; or a bachelor's degree program for elementary education with an endorsement in early education Pre-K (T.E.A.C.H. will only pay for the early education endorsement classes). Recipient must commit to continue working at their present place of employment for at least one year depending on the type of scholarship awarded.

The interruption in education must be for at least 48 consecutive months, or a total of 50 months, not counting interruptions of less than eight months. Applicant must be pursuing a clear educational goal in any academic or professional program, full- or part-time at any campus of the University of Michigan. Past CEW Scholarship recipients are not eligible.
