Applicants must be high school students under the age of 20 who are U.S. citizens or legal residents and residents of the state. Students first give an oration within their state and winners compete at the national level. The oration must be related to the Constitution of the United States focusing on the duties and obligations citizens have to the government. It must be in English and be between eight and ten minutes. There is also an assigned topic which is posted on the website, and it should be between three and five minutes.

Students must perform an audition in acting, musical theatre or dance or prepare a portfolio of their expertise in technical theatre to present on the designated audition day in Denver, Colorado. Admission and additional scholarships may be offered by the colleges based on the audition.

They must be second-year ASN students; third- or fourth-year BSN students; RNs enrolled at a school of nursing at any postsecondary level; currently practicing RNs enrolled in a doctoral nursing program or Doctor of Nursing Practice (DNP) students. Undergraduates must have a GPA of 3.25 or above, and graduate students must have a GPA of 3.5 or above. Applicants must have plans to practice nursing in the state of Colorado after graduation. Selection is based on stated career goals, GPA, financial need, participation in community and professional organizations and commitment to practicing nursing in Colorado.
