Award looks to reward and encourage students who have completed unique personal projects in their school or community, projects which are innovative and creative. Applicant must be a high school sophomore, junior, or senior who loves history, the Constitution, politics, and economics. Program allows students to experience the Constitution through visits to historical sites, discussions with scholars and policy experts, information about colleges and careers specializing in these ideas, and interaction with other students through completion of a culminating project relating to the Constitution. The program is held each July in the Washington, DC area.

Applicant must be between 20 and 35 years of age by deadline and a resident of Nevada or northern California for three consecutive years prior to deadline. Applicant must submit an unpublished work-in-progress: fiction (novel or short story), nonfiction, prose, or poetry. Nonfiction writers who are not recipients of the award may be considered for the $1,000 Special Award for Nonfictional Prose. No separate application is required for the special award.

Applicant must be a West Virginia resident who works a minimum of 30 hours per week at a licensed child care center, Head Start, or registered Family Child Care Home. Applicant must be currently enrolled in or accepted in on one of the following at a participating college or university: an associate degree program for early childhood education; a bachelor's degree program for early childhood education; or a bachelor's degree program for elementary education with an endorsement in early education Pre-K (T.E.A.C.H. will only pay for the early education endorsement classes). Recipient must commit to continue working at their present place of employment for at least one year depending on the type of scholarship awarded.
