Applicants must be the children, stepchildren, spouses or widows of veterans who died of a service-connected injury or illness, became totally and permanently disabled as a result of military service or was classified as MIA or POW during armed conflict after August 4th, 1964. They must be Nebraska residents and attend a state college, university or community college.

Applicants must be workers who have been injured on the job, have completed the WSI rehabilitation process and would benefit from the funds due to exceptional circumstances or the spouse and children of catastrophically injured workers. Waivers are available for children of wine grape growers based on financial need. One parent must be a regular full-time or permanent part-time UPS employee who has resided in Florida for at least twelve months. They must have been employed at UPS at least one year and must be employed there when the awards are announced. Children of UPS retirees and deceased UPS workers are also eligible. Applicants must demonstrate financial need.
