Applicant must be a National Merit Finalist who has designated West Virginia University - Parkersburg as his or her first-choice institution when completing the scholarship application. Applicant must take the PSAT/NMSQT in the specified year of the high school program and no later than the third year in grades 9 through 12. Applicant must also be a citizen of the United States or be a U.S. lawful permanent resident.

Applicants must be members of AHIMA, have a minimum 3.0 GPA on a 4.0 scale, have completed 24 credit hours in health information management (HIM) or health information technology (HIT), have at least six credit hours remaining in their course of study and be taking at least six hours per semester in pursuit of the degree. The degrees eligible are AA degrees, BA/BS degrees and those who are credentialed and pursing a master's degree. Scholarships are also available for HIM professionals pursuing graduate degrees in the health information field.

The award is based on the quality and scope of the project, proposal, public service activities and relation to the LGBT community.
