Applicant must be a playwright from New England, attending a college in New England, or be a New England resident attending a college out-of-state. Applicant must submit an original manuscript. Play must have a running time of at least one hour and require a maximum of eight actors. Winning play will be presented as a developmental reading during Portland State Company's Little Festival of the Unexpected and a full production during Mainstage Season at Portland Stage. Two finalist winners will receive a professional reading of their play.

Applicant does not need to be a journalism major, but should be determined to pursue a career in print journalism. Applicant should be active in their campus newspaper or have print journalism experience.

Selection is based upon academic performance, eligible major, and potential for career in the nuclear power industry. Preference will be given to those students indicating specific interest in and preparation for careers in the U.S. nuclear power industy. Students with commitments/obligations that prevent availability for possible nuclear power industry employment immediately after graduation are not eligible.
