Selection is based upon academic achievement and financial need. First priority given to graduates of West Liberty High School or Louisa-Muscatine High School. Second priority given to graduates from high schools in Muscatine and Louisa counties. Third priority given to graduates of high schools in Cedar, Des Moines, Henry, Johnson, Scott, or Washington counties in Iowa.
