Applicant must be a U.S. citizen, have a 3.5 GPA, and be enrolled as a full-time student. Selection is based upon standardized test scores, and academic merit. Financial need is not considered.

Renewable for up to three years if recipient maintains a 3.0 GPA and a "C" or better in each course. Reapplication is required for renewal.
