Applicant must be the dependent of a regular/reserve Navy, Marine Corps, or Coast Guard service member who is serving on active duty, retired with pay, or died in the line of duty or after retirement. Applicant must be a resident of Connecticut, New Jersey, or New York.

Minimum grade average of "B-" and transcripts are required to retain scholarship.
