U.S. citizens are preferred; permanent residents will also be accepted. Applicant must be an African-American, Native American, Puerto Rican, Mexican-American, or other Hispanic-American, who has earned a bachelors degree through an accredited program, must have earned or be earning a master's degree in engineering, with a minimum 3.0 GPA. Recipient must be free to accept 12 weeks of summer employment and must accept research or teaching assistantship after first year.
Award may also be considered as an internship and stipend.

Renewable for up to five years if recipient maintains satisfactory academic progress and abides by GEM and employer guidelines.
