Applicants must be residents of Washington, DC for at least 12 months before the start of their freshman year of college, high school graduates or GED recipients, enrolled at least half-time at an eligible institution and be 24 years of age or younger. Applicants must maintain satisfactory academic progress, not have defaulted on student loans, have registered with the Selective Service, be U.S. citizens or permanent residents, have not already received a B.A. or B.S. and have not been incarcerated. The award provides up to $10,000 a year for the difference between in-state and out-of-state tuition at public four year institutions in the U.S. and up to $2,500 per year for private colleges in DC, private Historically Black Colleges and Universities or two-year colleges nationwide.
